The $450 billion opportunity: A Case for Intra and Extra-Africa Investment

Register now
Why Are We Convening

There is a $450 billion trade and investment opportunity in Africa. We are convening to do business together. Africa’s private sector accounts for 80 per cent of total production, two-thirds of investment, three-quarters of credit, and employs 90 per cent of the working-age population. UNECA estimates that by 2045 intra-African, trade in agri-food, industry, and services sectors will increase by nearly 35% compared to a situation without the AfCFTA.

Africa has experienced significant FDI growth since 1990, with inflows reaching $79.6 billion in 2021 and stock surpassing $1 trillion by 2022. However, Africa's share of global FDI remains relatively small. For instance, in 2021, Africa accounted for just 5.4% of global FDI inflows, a notable increase from 1.4% in 1990. Africa’s share of outward FDI stock typically remains below 1% while its share of global inward FDI stock averages around 2%.

Intra-African investment is on the rise: While still a smaller portion compared to extra- African FDI, intra-African investments are steadily increasing, accounting for an estimated 5- 17% of total inward FDI. This trend holds potential for promoting regional integration and economic diversification.

itself as a leader in the low-carbon economy transition.

Mauritius, South Africa, Nigeria, Morocco, Kenya and Togo lead intra-Africa investment.

Intra-African FDI is notably concentrated in services such as communications, finance, business and tourism (more so compared to extra-African FDI), while extra-African investments predominantly target natural resources. This divergence underscores the importance of fostering intra-African investments to stimulate growth in diverse sectors.

European investors remain, by far, the largest holders of FDI stock in Africa.

The Case for Africa

AFCFTA Protocol on Investment

Full implementation of the AfCFTA Protocol on Investment could help countries attract FDI that is geared more towards services sectors and towards a more equal spread across African countries.

Clear pathways for stimulating intra-Africa Investment

Extra-Africa FDI is located relatively more in renewable energy, coal, oil and gas, real estate, metals, transportation, automotives and textiles. Intra-Africa FDI is located relatively more in communications, building materials, financial services, chemicals, business services, and hotels and tourism. Inward FDI is concentrated in a handful of countries, meaning that some countries have the potential to benefit from FDI more than others. This means that stimulating intra-Africa FDI could lead towards more emphasis on non- traditional sectors such as services.

Powering sustainable development

Renewable energy has emerged as a critical attraction for investment, indicating a possible shift towards sustainable development practices. Renewable energy, a sector that encompasses primary energy such as solar, wind and hydro, and thermal fuels, attracts significant capital, suggesting diversification beyond traditional resource extraction industries such as coal, oil and gas Coal, oil and gas have historically attracted significant FDI. However, a noticeable shift towards renewable energy suggests a growing focus on sustainable development. From 2003 to 2023, renewable energy attracted significant FDI deals, with a total investment of $14 billion in Egypt, $32.3 billion in Nigeria and $31.5 billion in Morocco. Renewable energy emerges as the main sector for FDI in Kenya, attracting $7.2 billion, potentially positioning the country as a frontrunner in clean energy solutions.

Enhanced Export Competitiveness

Processed goods often have a competitive edge in international markets. With value addition, African products can stand out due to their uniqueness and higher quality.
